Supports the Program Support Office (PSO) Program Manager and Aircraft Maintenance Subject Matter Expert (SME) in providing technical advice, maintenance data analysis and training to the Department of State (DoS) Air Wing in all facets of aircraft and support equipment maintenance.  Conducts research, analyzes data, and creates/publishes reports covering all facets of DoS Air Wing maintenance management support.  Provides senior-level advice, guidance, and training on aviation maintenance requirements/processes to include programmed depot maintenance (PDM) support and execution, aircraft configuration management and implementation of modifications. Primary duties and responsibilities include:

  • Assisting the DoS Air Wing Maintenance Branch Manager in monitoring all aircraft maintenance services to ensure Fully Mission Capable (FMC) aircraft and support equipment are available to safely support DoS Air Wing operational requirements.  The objective is to ensure required aviation assets, parts, tools, special equipment, and other materials are available when and where needed to maximize asset operational availability.
  • Identifying, reporting, and assisting in the resolution of aviation maintenance management issues
  • Developing aviation maintenance management plans, policies, and procedures
  • Identifying state-of-the-art technologies, tools, and industry best practices for incorporation into DoS Air Wing aviation maintenance programs to permit efficient, effective, fleet maintenance management
  • Collaborating with other team members to develop and recommend lifecycle sustainment strategies to maximize aircraft availability/reliability while minimizing associated costs. This responsibility includes developing, recommending, and implementing performance analysis methodologies to identify/resolve negative system/process performance trends and requires an emphasis on obsolescence/supportability management strategies
  • Utilizing Management Information System to methodically analyze DoS INL/A identified KPIs (Key Performance Indicators) to effectively evaluate maintenance performance
  • Developing/recommending maintenance performance monitoring, assessment, and reporting methodologies to permit thorough Government insight into the status of all aircraft assets/services provided by associate/other contractors, OEMs and other vendors
  • Assessing proposals from other contractors from an aviation maintenance perspective
     
  • POSITION REQUIREMENTS:

  •  Successful candidate should have deep experience in aviation-related maintenance (15 yrs desired) including aircraft maintenance and planning and be familiar with FAA Airworthiness Directives, Federal Aviation Regulations, Service Bulletins, Supplemental Type Certificates and OEM manuals.  As this position will play a significant role in recommending and implementing efficiency improvements and other quality enhancements, the breadth of the candidate's experience should include service to multiple organizations, including OCONUS locations, with exposure to multiple aviation maintenance management software tools and industry best practices.  Finally, the candidate will have experience in developing, managing, or participating in a technical performance assessment program that uses aviation maintenance performance data to monitor the fleet's sustainment state of health and to identify the need for sustainment or modernization projects.

    This position will regularly interface with senior DoS Air Wing personnel, thus requiring a high degree of professionalism, communication and interpersonal skills, and steadfast customer focus. 

    This position requires a Bachelor's Degree in a related field, preferably in a technical or aviation-related discipline.

    An active DoD SECRET level clearance is required or the ability to obtain same.

    Other requirements include:

  • Proficiency in using MS Office applications, including SharePoint, Power BI, Word, Project, PowerPoint, and Outlook; advance skill utilizing Excel is particularly desired
  • Capability to lead and/or participate in Integrated Project Teams as requested by the customer
  • Experience leading project teams using industry-standard project management processes
  • Positive, team-oriented attitude, willing to support the full range of contract performance requirements, where necessary, such as Quality and Safety tasks and initiatives
  • Solid judgement and decision-making skills; effective time management and ability to deliver to deadlines
  • Highly effective written and verbal communication skills; strong organizational skills; critical thinking and analytical skills
  • Fluency in speaking, writing, and reading Spanish desired
  • Willingness and ability to travel both domestically and internationally
  • FAA A&P certificate (preferred)
