WILLIAM ALMAS, CEO
William ("Bud") Almas has served as CEO of B3 Solutions since it was founded in 2003. A contracts and purchasing professional with more than 30 years of experience, Mr. Almas brings proven leadership abilities and extensive functional expertise in purchasing, contracts and operations management to his role as the company's top executive.
Before founding B3 Solutions, Mr. Almas held acquisition and program management positions with a variety of international companies, including Tamsco, Honeywell, Eagle Group International, NCR Corporation and Lockheed Martin. Prior to that, Mr. Almas served in the U.S. Army for 20 years. During this time he managed two contracting offices, where he was responsible for all contracting actions from port operations to troop life support. He also served as the senior resource manager for an international organization with 16 offices in five countries, with responsibility for an annual operating budget of $33 million.

MARK SCHULER, PRESIDENT AND CFO
Mark Schuler, who serves as President and Chief Financial Officer (CFO), has more than 35 years of results-oriented experience in the government support services sector. During his tenure as CFO, Mr. Schuler oversaw significant corporate growth in the company – tripling revenues and significantly increasing staff levels. As a result, B3 Solutions was recognized two years in a row as one of the America’s fastest growing private-sector companies by Inc. Magazine. Mr. Schuler’s expertise includes strategic planning, finance, mergers and acquisitions, employee stock ownership plan development and implementation, commercial real estate, accounting, contract management and human resources administration.
Before joining B3 Solutions, Mr. Schuler held operational and financial senior executive positions at five different companies including Alion Science and Technology and American Systems, where he consistently made dramatic contributions to corporate growth and performance. He has overseen and implemented aggressive growth strategies, raised money for acquisition financing and working capital needs, negotiated mergers and acquisitions, introduced corporate re-organization, and implemented cost restructuring plans.
Mr. Schuler has a degree in accounting from King’s College and is a Certified Public Accountant in the state of Virginia. He is a member of the American and Virginia Institutes of Certified Public Accountants, the National Contract Management Association and the Northern Virginia Technology Council.

JAMES H. WASHINGTON, CHIEF OPERATING OFFICER
James H. Washington brings 35 years of strategic, executive and operational leadership to B3 Solutions. As Chief Operating Officer, Mr. Washington provides leadership and vision for the company’s business and operating strategy, and oversees all lines of business including transportation, federal services, homeland security and defense. Mr. Washington spearheads the development of effective growth strategies, acts as “client-care officer” and fosters a customer-oriented environment within the operations team. Mr. Washington leads a corporate culture dedicated to providing quality service and superior customer care to our clients. In his previous role at B3 Solutions, Mr. Washington served as Executive Operations Advisor to the CEO and President.
Mr. Washington’s experience includes a comprehensive understanding of government acquisition operations and the federal marketplace. After retiring from government service, Mr. Washington was the Chief Operations Officer of a government defense contractor. Prior to that, he worked for the Department of Transportation and the Federal Aviation Administration for 32 years in air traffic management, budget and airport investment where most recently he held the position of Chief Acquisition Officer (CAO). As the CAO, Mr. Washington worked closely with defense, intelligence and civilian executives government-wide to improve acquisition systems, strengthen the acquisition workforce, and advance mission performance.
In October 2012, Mr. Washington became chairman of the Air Traffic Control Association (ATCA). He is also a member of the Executive Advisory Council of the National Contract Management Association (NCMA).

BRETT O’DONNELL, VICE PRESIDENT, BUSINESS DEVELOPMENT
Brett O’Donnell, who has more than 30 years of federal marketplace experience, is responsible for managing B3’s business development, capture and proposal operations. As an award-winning sales executive and program manager, Mr. O’Donnell has been responsible for capturing billions in federal contracts and managing a diverse set of programs for multiple clients.
Before joining B3 Solutions, Mr. O’Donnell served as a business development director at Computer Sciences Corporation where he focused on the Department of Homeland Security. Prior to that, Mr. O’Donnell was a client relationship executive at Unisys Corporation. He also worked as a business development executive at Titan and TAMSCO Inc. Mr. O’Donnell earned his B.S. in chemical engineering from the University of Maryland.

HAROLD H. JORDAN, CHIEF STRATEGY OFFICER
Harold H. (“Butch”) Jordan, Jr. brings to B3 Solutions more than 27 years of professional experience in government and commercial contracting, acquisition and contract management, supply chain management and logistics.
As Chief Strategy Officer, Mr. Jordan provides strategic guidance and direction with the company’s business development, innovative technology solutions and program management initiatives. In his leadership position, Mr. Jordan assists B3 Solutions’ CEO, William “Bud” Almas in communicating, executing and sustaining the company’s strategic initiatives. Mr. Jordan is also responsible for strategic business relationships, including large and medium size business partnerships and B3 Solutions’ small-business relationships.
Prior to his tenure at B3 Solutions, Mr. Jordan was a director at Integrity Management Consulting Inc. where his responsibilities included strategic direction and guidance to the company’s defense and civilian sectors. Previously, in his commercial business career, Mr. Jordan held leadership positions with Acquisitions Solutions Inc., Lockheed Martin, Michelin and NCR Corporation. Mr. Jordan held these positions after retiring from the U.S. Army in 1999 as a Lieutenant Colonel after a distinguished 20 year career. In his final position with the U.S. Army, Mr. Jordan was director of International Contracts Management for the Defense Logistics Agency.
Butch Jordan holds a Master’s Degree in Administration from Central Michigan University and a Bachelor’s Degree in Business Administration from Virginia State University.

ARUN RAGHU, CHIEF TECHNOLOGY OFFICER
Arun Raghu, an experienced software engineer and program manager, is the Chief Technology Officer for B3 Solutions. Mr. Raghu is responsible for aligning the company’s technology vision with its business strategy. Mr. Raghu oversees development and implementation of the company’s technology initiatives and provides direction in all technology-related issues.
Prior to his promotion to CTO, Raghu served as a deputy director of the company’s transportation sector where he managed multiple IT solutions including Comprehensive Management Resource Information System (CMRIS) and Reliability Centered Maintenance program. The CMRIS application, an integrated Web-based resource management and certification toolset used by the FAA, and its associated modules were developed to provide FAA headquarters, service areas and field organizations an automated capability to address their business needs. This automation ensures that resources are managed effectively and efficiently in the National Technical Training Program to assure a properly trained and certified workforce at all times.
Prior to joining B3, Mr. Raghu led the Inventory Management System Enhancements project at the Department of Housing and Urban Development. Recently, Mr. Raghu also managed multiple projects and corporate initiatives to include B3’s CMMI and ISO 9001:2008 certifications. Mr. Raghu earned his Bachelor’s Degree in computer science and engineering from the College of Engineering Chengannur in Kerala, India and is a certified project management professional.

TRACY KERNS, ASSOCIATE VICE PRESIDENT, HUMAN RESOURCES
As associate vice president of human resources at B3 Solutions, Tracy Kerns manages all personnel activities and leads the company's recruitment program. She brings to her position considerable experience in organizational development, compliance management, recruiting and staffing, and compensation and benefits administration.
Before joining B3 Solutions, Ms. Kerns served as director of human resources for Technical and Management Services Corporation. In this role, she led recruiting, staffing and selection activities for the organization and managed the company's compensation and benefits programs. Prior to that, Ms. Kerns worked as a human resources specialist with M.S. Ginn Company. There she was responsible for all facets of corporate benefits, developed the company's Affirmative Action program and coordinated the company's risk management and loss control programs.

EDWARD MARSHALL, VICE PRESIDENT, HOMELAND SECURITY SECTOR
Edward Marshall brings over 20 years of contracting, leadership, teaching, acquisition and program management experience to his position as vice president, Homeland Security sector. His strengths include executive leadership, program management, acquisition and contracting. Since November 2011, Mr. Marshall has served as the head of the sector and he is responsible for growing the DHS market and ensuring the successful delivery and profit and loss of all supported programs in the DHS market.
Before joining B3 Solutions, Mr. Marshall held contracting, teaching, acquisition and program management positions while on active duty with the Army and with the following companies: Booz Allen Hamilton and QinetiQ North America (QNA). Mr. Marshall served in the U.S. Army for 20 years culminating in 2004 when he retired as a Lieutenant Colonel. Mr. Marshall has teaching experience from the Defense Acquisition University (DAU) where he was a professor of Contract Management. Mr. Marshall was the director of contracts at QNA and has been a project manager and acquisition subject matter expert. Mr. Marshall’s program management experience includes all ACAT levels to include the Fox Chemical Reconnaissance (FUCHS) NBCRS project, Chemical Demilitarization – Chemical Stockpile project, USCG Deepwater Award Term 1 program, and Joint Chemical Decontamination projects. Mr. Marshall’s contracting experience includes contingency contracting during wartime, cradle to grave contracting at base and project level and served as a team leader at the Defense Contract Management Command, Philadelphia.
Mr. Marshall is a certified Project Management Professional thru the Project Management Institute and Certified Professional Contracts Manager thru the National Contact Management Association (NCMA) along with Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certifications in Program Management and Contracting and holds certificates in executive leadership.

LARRY D. GRAY, VICE PRESIDENT, TRANSPORTATION SECTOR
Larry Gray brings a combination of private and public sector experience to his position as vice president of industry and government affairs at B3 Solutions. His strengths include executive leadership, program management and aviation expertise.
Before joining B3 Solutions, Mr. Gray was president and CEO of Millennium Technology Services and director of Air Traffic Services for The Washington Consulting Group. Mr. Gray's public sector experience includes a distinguished career with the FAA where he served as deputy director for the Federal Aviation Administration (FAA)'s Air Traffic Operations. In this role, he helped run the U.S. Air Traffic Control System with its 24,000 employees and operating budget of $3.8 billion. He provided direct oversight of the Air Traffic Control Systems Command Center and was the liaison with the Department of Defense, the Department of State, the National Security Council and the White House on security issues within air traffic and the FAA. Mr. Gray has won a number of FAA awards. He has also been honored with an Air Traffic Control Association Chairman's Citation of Merit for his contribution to the advancement of the science of aviation.

JOHN W. NYCE, VICE PRESIDENT, DEFENSE SECTOR
Mr. John Nyce is the vice president of the defense business sector at B3 Solutions and is responsible for developing and delivering the company's overall corporate growth strategy and ensuring the successful delivery and profitability of all DoD-supported programs. Defense programs include military departments at U.S. Air Force, U.S. Army, U.S. Navy, Office of Secretary of Defense and the Defense Logistics Agency (DLA).
John W. Nyce, who had a distinguished career of 35-plus years in the federal government, has overseen B3 Solutions’ work with a variety of government departments and agencies. Prior to becoming a vice president of defense, Mr. Nyce was a vice president of the federal sector, where he worked on B3 Solutions engagements with Department of Health and Human Services, Department of Veterans Affairs, General Services Administration, Office of Personnel Management, Department of Agriculture, and National Science Foundation.
Mr. Nyce has a broad range of experiences which include program management, acquisition, administrative operations and building and facility management and modernization. These are also B3 Solutions’ core service offerings in addition to IT and security services and logistics and supply chain management.
Before joining B3 Solutions, Mr. Nyce served as associate director of the Acquisition Services Directorate at the Department of the Interior’s National Business Center (NBC) fee-for-service organization. Established in 1998, the NBC provided administrative services to other federal agencies. As a member of the leadership team, Mr. Nyce helped to expand the overall business base from approximately $250 million in 1998 to more than $450 million in 2011. Additionally, Mr. Nyce grew the acquisition line of business from eight-person organization that obligated $50 million of awards annually to an organization that had more than 200 employees and obligated more than $2 billion of contract awards annually. Mr. Nyce managed an annual operating budget of approximately $60 million.
Mr. Nyce spent the first 20 years of his career at the Naval Air Systems Command where he personally awarded and managed contracts ranging in value from routine small dollar value to those for large, technically complex billion dollar weapon systems. In his last NAVAIR assignment, Mr. Nyce was the division director of the Cruise Missile Contracting Organization and worked in support of Unmanned Aerial Vehicle programs.
Mr. Nyce holds a bachelor degree in business administration from the Pennsylvania State University and masters of business administration degree from The George Washington University. Mr. Nyce sits on the National Contract Management Association’s Board of Advisors for program year 2014.

CLIFF PLAXCO, VICE PRESIDENT, FEDERAL SECTOR
Cliff Plaxco, who had a distinguished career of more than 25 years in servicing customers in commercial and government sectors, manages B3 Solutions’ work with a variety of government departments and agencies in the Federal Services Sector. Mr. Plaxco has broad experience in program management, acquisition, government contracting, supply chain management and logistics, which are also B3 Solutions’ federal service sector core service offerings, in addition to IT solutions.
At B3 Solutions, Mr. Plaxco is responsible for providing vision and identifying business strategy for the Federal Services Sector including engagements with:
- Department of Agriculture
- Department of Health and Human Services
- Department of Veterans Affairs
- General Services Administration
- National Aeronautics and Space Administration
- National Institutes of Health
- National Science Foundation
- Office of Personnel Management
Before being promoted to vice president, Mr. Plaxco served as B3 Solutions’ director of business development for defense and federal sectors where he successfully developed more than $20M in new business and identified and captured new opportunities.
Prior to joining B3 Solutions, Mr. Plaxco was a program manager at Arcata Associates, director of global supply chain management at Computer Sciences Corporation, and management control systems auditor at Boeing.
Mr. Plaxco holds a B.S. degree in Business Administration from the Auburn University.
